The 100 km city and 10-ring hex board are fixed. Choose the Central City size before publication; its exact footprint is not yet established.

Place power, water, sanitation, air scrubbing, guard points, resource ports and other fixed assets. You can mark other regions as battle-only or entirely closed.

FIXED INFRASTRUCTURE

Provisional planning quantities: three power stations, three sanitation facilities and three to four water sites. Air-scrubber and shield-tower numbers remain undecided.

PUBLISHING

This is your private author editor, not the player City Planner. Keep your working master file. When you are satisfied, use WEBSITE COPY. It downloads phoenicia-official.json for you to upload manually into district/data/. The editor never uploads it for you. Players will then see its fixed layout on the campaign page.

OPEN DISTRICTS

Players may fight and establish gang territories, subject to existing District rules. The author sets the geography but not the gangs.

BATTLE ONLY

Gangs may fight but cannot own the territory. Typical civic infrastructure or protected services.

RESTRICTED

No battles and no gang ownership. The entire Central City is always restricted, with its goods-only rail access.

LOCAL ONLY

The city data stays in the browser until you download it. No player records, accounts or server data are required to author the map.
